A CHAIRPERSON is someone who manages the meeting.
The job of the Chair is to:

Run the meeting using the agenda.

Make sure that Councillors who want to speak get the chance, as sometimes councillors can be shy.

Watch the time and go through any apologies, making sure that minutes are accepted and any matters arising are discussed and to make sure all the items on the agenda are discussed.

The Chair is a very responsible position. It involves making sure that the Councillors behave in a sensible manner and have to make sure that the Secretary, Treasurer and Deputies are doing their jobs properly.
